This position is tasked with supporting the development and execution of Southwestern's power marketing policy and transmission strategy, including implementation through the development, negotiation, and administration of individual Southwestern power marketing contracts.

As Public Utilities Specialist, you will:Develop and negotiate original contracts, amendments to existing contracts, and other agreements with public and private organizations for the sale, purchase, or interchange of electric power; for the sale of transmission service; and for system interconnections and modifications.
Promote good customer relations, attend meetings with customers, customer groups, and/or potential customers to discuss needs, develop criteria for power supply, and develop and explain contract provisions and procedures used in administering the contracts.
Implement and administer policy for both the short-term and the long-term marketing of Federal power resources and/or recommend auxiliary revisions to established criteria based upon changing laws and/or policies, regulations, and conditions.
Review and analyze various engineering studies and recommend auxiliary to the basic power contracts.
Above duties are at the GS-11 level. For the lower grade level, incumbent will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the incumbent. Assignments will typically combine productive work with on-going training and instruction. Supervision received at the lower level will be closer with oversight and review being provided more frequently.
Occasional travel - Travel may be required up to 15% of the time.
