Reporting to the Vice President, Government Affairs, the Senior Director is responsible for the development of a state policy agenda to support Blue Shieldâ€™s advocacy in California before the Governorâ€™s office, administrative and regulatory agencies and the legislature. The role includes working with our trade associations and other stakeholders in health care to develop and promote policies that further the interests of Blue Shieldâ€™s members and its business and provide feedback or amendments to policies that hinder those objectives. It may also include establishing and maintaining relationships with key regulators (Covered California, Department of Managed Health Care) in order to promote those policies.
The Sr. Director will be called upon to review proposed regulations and legislation, to consult with internal subject matter experts to determine what position Blue Shield should take and to respond on behalf of the company. They will also be expected to draft legislation that Blue Shield sponsors.
Specific Responsibilities include:
In close coordination with colleagues in Government Affairs, develop state public policy content and strategy, including legislative, regulatory and administrative, in support of all lines of business at Blue Shield.
Support regulatory and legislative innovation to further Blue Shieldâ€™s mission, including bringing health care into the digital age, tying pay to value, addressing social determinants of health, and making health care sustainably affordable.
Engage with Blue Shieldâ€™s trade associations and other stakeholders to represent Blue Shieldâ€™s positions on public policy issues.
Articulate Blue Shieldâ€™s point of view on policies that impact the company and act as a thought partner within Government Affairs, External Affairs and the company to develop strategic positioning on all public policy issues that further business objectives.
Identify key issues in complex regulatory guidance and be able to clearly articulate the â€œso whatâ€ to business leaders.
Accurately assess the likely outcome of various legislative and regulatory proposals and help the company determine the impacts.
Draft, review and edit legislative and regulatory language
Minimum Education and Experience
Bachelorâ€™s degree required. Masterâ€™s Degree or J.D. preferred
Five yearsâ€™ experience in health care policy required. Experience in California state government preferred.
Ability to interpret, analyze and communicate legislative issues and government regulations.
Excellent oral and written communication skills and attention to detail, with an emphasis on the ability to be persuasive, clear and concise.
Superior research and analytical background and skills.
Strong interpersonal and networking skills
Ability to prioritize and manage work in a fast-paced environment.
Ability to thrive in a results-driven environment and to make direct contributions to Blue Shieldâ€™s health reform efforts and mission.
