In this role, the successful candidate Responsible for directing, setting, maintaining, and improving the standards of Clinical Engineering services to satisfy hospitals’ needs by avoiding unnecessary, costly outside maintenance services; while assuring compliance with all JCAHO, and government regulatory/licensing/accreditation agency regulations.Job Responsibilities:Through the safe and efficient management and operation of the Clinical Engineering department, assures optimum level of performance of Patient Care, Diagnostic, Monitoring, Surgical, and Therapeutic (PCDMST) medical instrumentation, and assures the safest possible environment for patient care. Determines department policies, procedures, protocol, and organization to ensure efficiency and optimum use of resources. Establishes and maintains current and accurate inventory of all electric, electronic, mechanical, and pneumatic PCDMST medical devices, REGARDLESS OF OWNERSHIP regardless of ownership, available for use throughout the hospital. Develops procedures for preventive maintenance (PM) of all medical devices maintained by the Clinical Engineering department.Establishes and maintains comprehensive periodic and episodic repair program to insure safe patient care, departmental efficiency, and cost effectiveness. Manages the Clinical Engineering department with the assistance of the Clinical Engineers (supervisors). Develops policies and procedures for the Medical Equipment Management program in coordination with, and approval of the Environment of Care Committee. Evaluates all new technology and medical instrumentation and makes recommendations to the user departments, the purchasing department, and administration as appropriate. Establishes a pre-purchase evaluation program for medical instrumentation in the hospitals center. Initiates, schedules, direct, and controls department activities; performing some and delegating orders. Coordinates department activities with other departments to increase efficiency of service. Reviews, approves, and supervises all requests for service changes, projects, or equipment developments.Determines and plans for future Clinical Engineering growth to include additional devices and/or areas to be serviced by C.E. (including partner institutions); and to establish C.E. as a revenue producer. Reviews weekly staff schedules and makes necessary adjustments to provide efficient coverage. Prepares weekly payroll accurately. Allocates resources in a smooth and continuous fashion. Authorizes overtime as needed to cover emergencies, vacations, etc.Establishes schedules for preventive maintenance and QA inspection programs, monitors completion rates, and provides feedback to maximize compliance. Properly identifies hospitals medical devices with a unique control number for record keeping purposes. Establishes and maintains accurate hospital histories of all devices owned by the hospital on the Medical Devices Inventory list. Establishes a pre-purchase program for equipment evaluation/selection and acceptance conditions, including as necessary writing specifications for the devices. Reviews service contracts on all medical devices on the inventory list with particular emphasis on less costly alternatives. Establishes and maintains CE monitoring of all service to medical instrumentation, regardless of service provider. Provides information regarding cost of service, useful life expectancy, and need for replacement of medical devices. Assists Risk Management in the investigation of all incidents involving medical instrumentation.Coordinates incoming inspections and installation of new equipment, including arranging in-service education for CE staff and user departments as required. Insures that all PCDMST devices are inspected prior to initial use and periodically thereafter, regardless of ownership. Serves actively on the Environment of Care Committee and other committees as assigned. Reviews technical literature for hazard reports and equipment recalls, and communicates information to the purchasing department for distribution to all concerned areas. Maintains recall information and corrective action records on PCDMST devices on the hospital. Instructs user departments on safe use of devices and of hazards related to device use.Establishes and maintains current maintenance, preventive maintenance, and QA inspection records on all devices on the inventory list. Interviews prospective employees; hires, trains, motivates, and disciplines staff as necessary. Recognizes the need to counsel subordinates and performs counseling in a timely manner. Disciplines subordinates, when necessary, in accordance with the Human Resources policies and procedures and the union contract. Schedules grievance meetings, when requested, and attends all second step and higher grievances with HR, NLRB, Arbitrators, etc. Distributes educational material, professional literature, service and operation manuals to the staff as such become available. Establishes and maintains current a professional, technical library within the department. Trains staff members in maintenance procedures, and arrange classes on related material.Directs the Supervising Clinical Engineer in developments of work order forms, PM forms as required maintaining good documentation of all departmental activities. With the assistance of the supervisors, plans the training and development of staff. Develops policies and procedures for the department, ensures they are up to date, well organized, and easily accessible to the staff. Encourages staff to pursue continuing education and professional growth. Certification is to be strongly encouraged. Recognizes and identifies staff needs and develops in-service programs to meet those needs.Reviews repair records and recommendations as to necessity of staff in-service, equipment modification, etc. to avoid recurrence of problems. Establishes realistic department goals, both short and long term. Develops new procedures, protocols and policies as necessary. Submits reports/plans, requested by administration, in a timely manner. Uses verifiable data as a basis for planning. Measures the effectiveness of the plans, and modifies as necessary. Anticipates emergencies and makes contingency plans to cover such events. Presents new and innovative ideas, with appropriate follow-up. Sets realizable objectives to meet department and institution goals and objectives. Utilizes audit reports, quality assurance reports, maintenance reports, recall reports, etc, to develop plans to improve the quality of service provided by Clinical Engineering.Directs the Supervising Clinical Engineer in establishing work hours for the employees of the Clinical Engineering department, and assigning staff responsibilities and monitoring work performance. Evaluates practices and examines areas of high cost and seeks alternatives. Provides input to purchasing and administration on the evaluation of new technologies to reduce costs. Analyzes department utilization and workload to reduce to a minimum the use of overtime, while providing quality timely service, Uses resources efficiently. In cooperation with other departments, reviews medical device service contracts and utilization to reduce cost.Establishes and maintains a Medical Equipment Management Program. Prepares reports on MEMP activities on a quarterly basis, and reports to the EOC committee on these activities. Prepares Quality Assurance related activities reports for the Quality Assurance Committee.Assists in assuring the safest possible environment for patients, visitors, and staff in all patient care areas. Utilizes the plans, previous period reports, and financial restraint plans to develop the budget. Prepares annual budget requests on a timely basis. Explains, as requested, how each line item is derived in the budget. Monitors and analyzes the operation budget, bringing discrepancies to the appropriate individuals. Submits IOI and external variable income data on a timely basis.Establishes staffing requirements, interviews, hires, and motivates staff to achieve department goals. Evaluates and documents staff performance, records and reports personnel absences and performs personnel counseling. Develops and encourages a program of staff development, trains new employees on the use and maintenance of medical devices and test equipment.Participates in planning new programs, develops new procedures and implements them. Participates in cost control activities by seeking the most effective method of delivering services while conserving resources. Maintains an awareness of the cost impact of decisions and actions. Prepares reports and maintenance records, and establishes utilization productivity data.
