Performs traditional purchasing work including the development, supervision, and related functions of the purchasing activities for government. Responsible for all aspects of purchasing within the dollar limits prescribed by law.Responsibilities
1. Performs necessary purchasing procedures for the acquisition of supplies and services such as heavy equipment, large tools, motor vehicles, automated office equipment and supplies, fuels, chemicals, consulting services, industrial equipment, and service and construction contracts.
· Reviews and prioritizes requisitions and proposed specifications.
· Research existing needs in order to match current market availability.
· Prepares bid requests and specifications.
· Schedules, receives, and analyzes bids.
· Recommends proposals regarding the awarding of bids.
· Monitors vendor compliance with all terms and conditions of the purchase order.
· Provides necessary documentation to clerical staff, departments, divisions, officials, and vendors.
2. Coordinates purchasing procedures among departments and divisions; compiles department and division requests for similar products and services; serves as liaison between the Purchasing Department and other government departments and divisions.
3. Performs related duties as required.
· Recommends contracts for and monitors the disposal of surplus equipment, materials, and supplies.
· Resolves complaints from users, vendors, and the public.
· Interviews and research potential and new vendors.
· Provides input for the maintenance of vendor and commodity files.
· Maintains current knowledge base of current developments in the purchasing.
· Reviews new marketplace products and services.
· Participates in planning and improving Purchasing Department operation.
· Assumes the responsibilities of Purchasing Agent upon request.
· Performs work to determine source of products, goods, and services.
· Evaluates suppliers, goods, services, bids, and proposals.
4. Performs other duties as assigned.Qualifications
Education, Experience and Training:
Education and experience equivalent to a Bachelor’s degree from an accredited college or university in a job related field of study. One (1) year work-related experience. Required Certifications: Certified Professional Public Buyer (CPPB) or equivalent preferred. Must obtain CPPB, or other related professional certifications, within three (3) years of being placed in this position.
Special Requirements/Knowledge, Skills & Abilities:
Skilled in the use of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public. Must possess a valid Texas driver’s license, with a good driving record.
Physical/Environmental Requirements:
Standard office environment. Must be able to visit various off-site locations.
