Manages and oversees the development and implementation for application support for operating systems, databases, programming languages, design approaches, middleware, software packages and components.
Management Scope: Manages all exempt and nonexempt staff in the Development and Application Support Division.Responsibilities
1. Oversees the analysis and design of technology based solutions and/or improvements, to include strategic planning and benchmarking, tracking and reviewing standards, and change management.
2. Defines and staff application support teams responsible for the usability of new and embedded technology applications.
3. Establishes standards for support and development teams covering training manuals, application documentation, and application service level documentation. Works with systems analysts, technical writers and project teams to document system architecture of development efforts and existing applications.
4. Provides expertise on multiple platforms, system integration and compatibility.
5. Performs budget analysis and supports prioritization and rationing of resources to ensure that the comprehensive work plans support the budget. Facilitates relationships with other departments to govern application support and development.
6. Develops and tracks metrics to assure deployment of labor and resources for optimized services.
7. Performs other duties as assigned.Qualifications
Education, Experience and Training:
Education and experience equivalent to a Bachelor's degree from an accredited college or university in Computer Science, Information Technology, or in a job related field of study. Eight (8) years of responsible experience in designing and implementing large, technically complex applications or application enhancements.
Special Requirements/Knowledge, Skills & Abilities:
Knowledge of project methodologies, software development lifecycle in relational databases and development environment, enterprise architecture and technology operations. Knowledge of local, state, and federal laws and regulations relevant to information technology program areas. Skilled in managing and organizing information technology program activities and identifying problems, evaluating alternatives, and implementing effective solutions. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess a valid Texas Driver’s License, with a good driving record.

Individuals must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.”
