The Housing Manager is responsible for the overall management of Dallas County’s Housing Programs which includes Section 8 Rental, Housing Opportunities for Persons with Aids (HOPWA), Emergency and Long-Term Homeless Housing, the City of Dallas Supportive Housing Program and the Home Loan Counseling Center.

Management Scope: Position will be responsible for the supervision and management of approximately 34 exempt and non-exempt personnel. Payroll Budget: Approximately $1MM. Operational Budget:
Approximately $30MM.

Responsibilities

1. Manages, through subordinate personnel, all programs of the Dallas County Housing Programs which provide various housing assistance to low to moderate income families of Dallas County.

2. Develops short and long term goals in support of and to effectively accomplish the mission of areas of responsibility.

3. Selects, trains, disciplines and assigns staff, through subordinate personnel, using management procedures and principles, casework training and the development of written agency procedures.

4. Communicates agency policy, procedures, and program to staff, community, and individual clients formally and informally, orally and by the preparation of written materials.

5. Recommends and implements policy of the Dallas County Commissioners= Court which reflects unmet and critical housing assistance needs in the community.

6. Develops and justifies annual operating budget which reflects the financial housing assistance needs of families of Dallas County.

7. Meets and interacts with various commissions and agencies to provide information regarding programs and to address potential sensitive issues from community leaders and the community.

8. Other duties as assigned.

Qualifications

Education, Experience and Training:
Education and experience equivalent to a bachelor=s degree in social work, psychology, business or in a job related field of study. Five (5) years of work related experience which must include at least two years management related experience required.

Special Requirements/Knowledge, Skills & Abilities:
Requires knowledge of public health principles and practices, program planning and systems management. Ability to participate on a complex group or team project development through completion. Knowledge of standard software applications. Ability to effectively communicate, both verbally and in writing, and establish and maintain effective working relationships with employees, departments and the general public.

Physical/Environmental Requirements:
Standard office environment. May require prolonged sitting. Ability to travel to various work site locations.
