Job Description
The State of Connecticut, Department of Energy and Environmental Protection (DEEP), has an exciting opportunity for a Chief of Fiscal/Administrative Services 2, overseeing the Bureau of Central Services. This role directs three critical divisions- Financial Management, District Operations, and Engineering, Safety, and Sustainability- to ensure efficient and compliant management of DEEP's budget, infrastructure, and capital projects.

Requirements

  • Overseeing and coordinating the activities of the Bureau of Central Services, including the Financial Management, District Operations, and Engineering, Safety, and Sustainability Divisions.
  • Directing budget development and administration for complex funding streams totaling over $280 million, including state appropriations, federal grants, and capital funds.
  • Ensuring financial compliance with applicable federal, state, and audit requirements; oversee accounting functions, reporting, and contract payments.
  • Managing the planning, execution, and oversight of large-scale capital projects and infrastructure maintenance across statewide facilities.
  • Leading agency-wide safety and sustainability initiatives, ensuring compliance with workplace standards and delivery of safety training programs.
  • Directing the digitization and management of agency records to support transparency and improve access to public information.
  • Developing and implementing policies and procedures to strengthen operational performance and program alignment with agency goals.
  • Supervising division directors; set performance expectations, evaluate outcomes, and support workforce development and succession planning.
  • Serving as liaison to internal leadership, external stakeholders, and legislative bodies regarding fiscal, operational, and capital planning matters.
  • Providing strategic input into agency-wide financial forecasting, infrastructure investments, and administrative modernization efforts.
  • Preparing fiscal impact analyses and administrative summaries for proposed legislation, regulatory changes, or agency initiatives.
