Job Description
The State of Connecticut, Department of Energy and Environmental Protection (DEEP), has an exciting opportunity for a Chief of Fiscal/Administrative Services 2, overseeing the Bureau of Central Services. This role directs three critical divisions- Financial Management, District Operations, and Engineering, Safety, and Sustainability- to ensure efficient and compliant management of DEEP's budget, infrastructure, and capital projects.
Requirements
Overseeing and coordinating the activities of the Bureau of Central Services, including the Financial Management, District Operations, and Engineering, Safety, and Sustainability Divisions.
Directing budget development and administration for complex funding streams totaling over $280 million, including state appropriations, federal grants, and capital funds.
Ensuring financial compliance with applicable federal, state, and audit requirements; oversee accounting functions, reporting, and contract payments.
Managing the planning, execution, and oversight of large-scale capital projects and infrastructure maintenance across statewide facilities.
Leading agency-wide safety and sustainability initiatives, ensuring compliance with workplace standards and delivery of safety training programs.
Directing the digitization and management of agency records to support transparency and improve access to public information.
Developing and implementing policies and procedures to strengthen operational performance and program alignment with agency goals.
Supervising division directors; set performance expectations, evaluate outcomes, and support workforce development and succession planning.
Serving as liaison to internal leadership, external stakeholders, and legislative bodies regarding fiscal, operational, and capital planning matters.
Providing strategic input into agency-wide financial forecasting, infrastructure investments, and administrative modernization efforts.
Preparing fiscal impact analyses and administrative summaries for proposed legislation, regulatory changes, or agency initiatives.
