Habitat for Humanity is a global nonprofit housing organization working in over 70 countries to help families build strength, stability, and self-reliance through shelter. Since 1983, Habitat for Humanity has been active in the Asia-Pacific region. Currently, there are ten (10) independent national organizations in Asia-Pacific region that are governed by its own set of board of directors/trustees.
The region is marked by diverse housing challenges—ranging from rapid urbanization and natural disasters to extreme poverty and lack of access to basic services. To address these complex issues, Habitat’s programs in Asia-Pacific go beyond home construction and encompass disaster risk reduction, housing finance, water and sanitation, and advocacy for policy change. As the organization continues to scale its impact and navigate increasing complexity in the sector, strong and informed governance is essential.
In this context, Habitat for Humanity Asia-Pacific seeks to invest in the continuous development of its Board of Directors/Trustees by procuring a qualified consultant or training provider to design and deliver an interactive, digital training platform. This initiative aims to orient new and current board member regarding Habitat’s work in the specific country and region, the role and responsibilities of a volunteer board member/trustee, strengthen governance capabilities, enhance strategic oversight, and ensure alignment with Habitat’s mission and values. The training will include integrated assessments and certification, followed by a refresher module delivered 3 to 6 months after the initial launch to reinforce key concepts and sustain board development and engagement.
This TOR outlines the requirements for a qualified consultant or training provider to develop a digital, interactive learning platform with integrated assessments and certification, as well as a follow-up refresher module 3 to 6 months after the initial completion of the training.
OBJECTIVES
The main objectives of this assignment are to:
- Equip board members with core competencies in governance, fiduciary responsibility, ethical leadership, fundraising & networking, and strategic oversight.
- Deliver content in an engaging, self-paced, and interactive format tailored to adult learners.
- Provide measurable assessment and certification upon successful completion.
- Reinforce learning through a follow-up refresher session or module within 3 to 6 months.
SCOPE OF WORK
The consultant/training provider will be responsible for:
- Reviewing the board training materials available and relevant to Habitat for Humanity.
- Designing an interactive, user-friendly digital training platform (web-based or mobile-compatible, and an offline module if possible).
- Developing content modules covering key areas such as governance, risk management, strategic decision-making, ethical leadership, fundraising and networking and board roles & responsibilities.
- Integrating quizzes, case studies, real-world scenarios, and other interactive tools to enhance engagement.
- Designing an assessment and certification process to evaluate learning outcomes.
- Providing user guides and brief orientation materials for platform use.
- Creating and delivering a refresher training module (live or digital) 3–6 months post-completion.
- Ensuring accessibility and data privacy compliance in the platform’s design and functionality.
DELIVERABLES
- Training material review report (brief, actionable).
- Design and development of at least 4–6 interactive training modules.
- Integrated assessment and certification mechanism.
- Fully operational digital platform (including user and admin interfaces).
- Launch and onboarding session for users (Board members).
- Refresher training module delivered within 3–6 months.
- Final report, including evaluation of training effectiveness and recommendations.
TIMELINE
The total duration of the assignment is estimated at 3-4 months from the date of contract signing.
CONSULTANT / PROVIDER QUALIFICATIONS
Proven experience in developing digital training platforms or e-learning for executive-level audiences.
- Strong understanding of governance, nonprofit management, and board development.
- Demonstrated ability to design and deliver interactive, adult-learning-based content.
- Familiarity with digital learning tools and platforms.
- Experience working with INGOs or mission-driven organizations is preferred.
REPORTING AND COORDINATION
The consultant/provider will report to the Director of Governance, Risk Management and Compliance and work closely with designated representatives of the Board and Habitat team members.
