Job Description
The Contract Manager will oversee the negotiation of business promotion contracts and assume responsibility for the planning, implementation, coordination, and direction of financial and revenue-generating services in support of CPHDS’ Five Priority Areas.

Requirements

  • Plan, implement, coordinate, and oversee complex procurement and contract administration activities
  • Direct and manage multiple procurement methods and contracting processes
  • Develop, review, negotiate, and manage solicitation and contract-related documents
  • Coordinate and oversee the full lifecycle of procurement and contract administration activities
  • Serve as a senior procurement and contract administration advisor
  • Coordinate and communicate directly with vendors, contractors, consultants, and external partners
  • Monitor contract expenditures, funding utilization, deliverables, and procurement-related activities
  • Direct and oversee procurement and contract administration activities within PASSPort and related City systems
  • Evaluate vendor and contractor performance
  • Coordinate with ACCO, General Counsel, Finance, Information Technology, and other agency stakeholders
  • Provide managerial guidance and technical assistance to program and administrative staff
  • Develop, implement, and maintain procurement tracking systems, workflow monitoring tools, management reports, and operational dashboards
  • Analyze procurement operations, identify workflow inefficiencies, and implement operational improvements
  • Ensure procurement and contract administration activities remain compliant with applicable procurement regulations
