Position Overview


The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Leave of Absence/FMLA Administrator.  Under administrative direction, this position will direct and review the Department’s Leave of Absence, FMLA, Sick Bank/Sick Advancement, and Reasonable Accommodation programs and provide oversight of professional and paraprofessional staff.  This position provides a great opportunity for someone who has a strong knowledge of human resources and is dedicated to helping employees gain access to the benefits to which they are entitled.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Essential Functions



  • Directs, monitors, and reviews the Department’s Leave of Absence, FMLA, Sick Bank/Sick Advancement, and Reasonable Accommodation programs

  • Manages, coordinates, and directs the Reasonable Accommodation program for the Department

  • Serves as full line supervisor

  • Provides input into the statewide development, coordination, and implementation of human resource initiatives that impact leaves of absence,FMLA,sickleave/sick bank, and reasonable accommodation

  • Develops and conducts training on leaves of absence, FMLA, sick bank/sick advancement, and reasonable accommodation

  • As directed, provides advisory functions to administrative staff, other governmental entities, and legal counsel regarding assigned areas of responsibility

  • Provides input and assistance on a variety of special projects relative to leaves of absence, FMLA, sick bank/sick advancement, reasonable accommodation, and other personnel issues

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications



  • Requires knowledge, skill, and mental development equivalent to completion of four years of college

  • Requires three years of progressively responsible experience in a public or private organization in the field of human resources

Preferred Qualifications



  • Prefers 3 years professional experience in the administration of FMLA for a public or business organization

  • Prefers 3 years of professional experience in managing and implementing an employee benefits program

  • Prefers thorough knowledge of management concepts that are applicable to the administration of a statewide program as evidenced by completion of a bachelor’s degree in business or public administration

  • Prefers a minimum of 3 years of experience supervising professional staff

  • Prefers thorough knowledge of human resource administration as evidenced by 3 years of experience as a manager of a human resources area

  • Prefers professional experience in the development of human resource strategies for the improvement of program services

  • Prefers prior professional experience reviewing medical documentation as it relates to leave of absence and/or FMLA benefits
