SUMMARY OF POSITION:
The Manager, Internal Audit will primarily assist the Chief Audit Executive and
Internal Audit Team in planning and executing internal audits of the Office of
Finance’s (OF) Capital Markets, Accounting, and Risk Management functions, as
well as REFCORP. The manager will conduct the annual risk assessment and issue
reports to senior management and the Board of Directors and will develop, plan,
manage, and perform related assurance activities such as continuous monitoring,
data analytics, issue validation, and pre-implementation reviews, adhering to
the independence standards set by the Institute of Internal Auditing. The
Manager will directly manage internal and co-sourced resources and oversee the
quality control over assigned work products. As part of the Third Line, this
person will communicate regularly with all management levels about risk
assessments and audit results, providing credible assurance and effective
challenge.

PRINCIPAL RESPONSIBILITIES:
Own and develop the audit strategy an agile, risk-based portfolio of audit
programs focused on business (Capital Markets and Accounting) and
information technology functions, including evaluation of relevant first and
second-line governance, risk management, and controls
Oversee Audit’s Quality Assurance and Improvement Program, including
coordination of independent assessors, when necessary
Prepare and review work papers that adequately document the work performed
and support conclusions reached
Lead presentations or meetings to provide an overview of audit procedures
and results with senior leaders and Board members, when necessary
Write clear, concise audit reports that communicate overall results, which
may include risk management issues and internal controls deficiencies, as
well as recommendations for improving the organization’s operational
efficiency and effectiveness
Review and assess the design and effectiveness of controls of new systems,
processes, and services prior to implementation in an agile development
environment
Conduct and appropriately document special examinations and projects, as
assigned
Identify and develop auditing procedures and techniques that improve audit
coverage and efficiency, including mapping industry frameworks and
regulations to audit procedures
Develop and maintain data analytics and a continuous monitoring program to
support ongoing risk assessments, identification of emerging risks, and
auditing efforts
Coordinate with external audit firms to develop direct reliance on OF
internal audit procedures
Coordinate with management and external auditors to facilitate the annual
SOC 1 Type II report
Assist with the development of the annual audit risk assessment and annual
audit plan
Draft and present Audit Committee materials, as needed
Facilitate preparation for regulatory examinations and continuous monitoring
Lead aspects of the Internal Audit division’s administration activities,
such as vendor management and information governance
Provide guidance, feedback, and direction to internal and/or co-sourcing
resources
Provide training and support to the Internal Audit staff where appropriate
Develop and maintain relationships with peers at the FHLBanks
Maintain an in-depth understanding of industry and audit best practices and
share with the IA team and FHLBanks

PRINCIPAL JOB REQUIREMENTS:
A bachelor’s degree from an accredited college or university;
accounting, finance, computer science or related major preferred
Minimum 6-8 years of relevant job experience through public accounting,
internal auditing, or risk management, with 3-5 years of specialized
financial services experience in capital markets, including securities
issuance, servicing and operations, regulation, and business practices
or other equivalent areas, such as treasury or lending operations
Demonstrate strong business acumen, including versatility of experience
and qualifications to conduct business and IT Administration, Operations
and Governance audits, including the ability to perform integrated
audits that evaluate business processes while simultaneously assessing
the underlying technology (IT General Controls. EUCs, models)
Prior experience performing risk-based auditing of business operations
supporting Capital Markets, Accounting, Treasury, and/or Enterprise Risk
Management processes, with focus on operational, reputational, credit,
legal, market, and liquidity risks, including demonstrated knowledge of
Risk Control Self-Assessments
Maintain knowledge and application of the Institute of Internal
Auditor’s Global Internal Audit Standards and other relevant industry
standards
Familiarity with key governing regulatory requirements and industry
relevant standards (e.g., FHFA, FFIEC, COSO, CIS, & NIST)
Ability to build and maintain respectful relationships with senior
leaders and their teams across the organization, listen and integrate
ideas from diverse groups of individuals, collaborate with others, and
resolve conflicts constructively
Ability to proactively manage time and workload with minimal supervision
