Role OverviewThe Senior Cyber Budget Analyst will support the development and execution of the U.S. Cyber Command's Program Objective Memorandum (POM) within the Department of Defense's Planning, Programming, Budgeting, and Execution (PPBE) process. The role will involve providing analysis and integration support throughout the annual Program and Budget Review (PBR) process and the cyberspace operations budget certification process. The Senior Cyber Budget Analyst will also perform technical assessments of Program Element (PE)-level budgets, Cyber POM submissions, and resource requirements to evaluate funding alignment, identify gaps, and support informed investment decisions.
What You Will Do
The Senior Cyber Budget Analyst will be responsible for informing OPCA leadership on cyberspace operations resources, supporting the development and execution of the POM, and providing analysis and integration support throughout the PBR process and the cyberspace operations budget certification process. The role will also involve performing technical assessments of PE-level budgets, Cyber POM submissions, and resource requirements to evaluate funding alignment, identify gaps, and support informed investment decisions.

Requirements
- Bachelor's degree from an accredited college or university in any discipline.
- 5 years of experience supporting Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) processes and/or budget execution activities.
- Experience supporting U.S. Cyber Command (USCYBERCOM) or Joint/Service Program Objective Memorandum (POM) development and Budget Estimate Submission (BES) formulation.
- Demonstrated expertise in Program Objective Memorandum (POM) formulation, Program Element (PE)-level fiscal management, and defense resource planning.
- Experience supporting Component or Military Department (MILDEP) POM development at the Combatant Command, four-star headquarters, or Service Secretariat level.
- Active Top Secret security clearance with SCI eligibility.
