Role Overview

The Senior Procurement Specialist (Design and Construction) acts with a high degree of independence and conducts all design and construction related procurements that are highly complex in nature. This role leads, coordinates, oversees, and manages the Procurement Specialist I function to ensure the progression of their development in the procurement skills and understanding.

What You Will Do

The Senior Procurement Specialist will lead solicitations for moderate to highly complex formal procurements, analyze and evaluate bids and proposals, administer the evaluation process, negotiate favorable contract terms, execute low to complex and high-value awards, and drive all elements of the procurement process in accordance with authorized approval levels.

Requirements

  • Bachelor's degree from an accredited university in public administration or business administration, or a similar field
  • A minimum of five years of experience in public/government procurement and two years of experience across Design and Construction related procurements
  • Experience with A&E, construction industry, planning and scheduling, formal bidding, contract negotiations, and implementation in a high-volume public agency
  • Ability to read, understand, and apply MTS policies, regulations, and union labor contracts
  • Ability to work effectively in a fast-paced, deadline-driven environment
