Senior Regulatory Specialist

The Senior Regulatory Specialist will work on municipal and private utility projects where water quality regulations impact or drive projects for HDR's regional or national clients. A thorough understanding of water quality regulations and programs is needed. Technical duties developing and implementing compliance strategies to mitigate regulatory impacts; include independently reviewing NPDES permits, Total Maximum Daily Load Studies, and new or pending regulations from the context of representing regulated clients; reviewing and analyzing water quality and hydrologic data; applying water quality models; and directing others.

What You Will Do

Represent clients in regulatory interactions, report writing and preparation, project management (technical staffing, budget and schedule control) and coordination with small to medium sized project teams. Support marketing efforts, be involved with client management for clients in a several state area, and work closely with water quality, marketing, and local operations leaders to achieve established business development goals.

Requirements

• Bachelor's degree in Environment Science or closely related field
• 10 years experience in complex environmental planning/compliance projects
• Demonstrated knowledge of the NEPA process
• Experience managing large, complex EIS documents for transportation, large facility, land management, or other infrastructure projects
• Technical expertise in the design, implementation, interpretation and presentation of data for environmental studies and investigations in specialized discipline
• Proficient with MS Office
• Self-starter with excellent writing and communication skills
• Strong conceptual, organizational, problem-solving and research abilities
• Ability to work independently and as part of a team
• Staff management experience beneficial
