Role OverviewThe Senior Subcontracts and Procurement Manager is responsible for executing and governing all subcontracting and procurement lifecycle activities in support of an R&D and IR&D-focused nonprofit developing hardware and software for USG and commercial customers.
What You Will Do
Manage all phases of subcontract and procurement actions, including solicitations, competition, cost/price analysis, negotiations, award, and administration. Prepare and maintain compliant subcontract/purchase order documentation.

Requirements
- Bachelor’s degree in business, supply chain, contracts, or related field or equivalent experience
- 12-15 years of subcontracting or procurement experience within a USG contracting environment
- Expert knowledge of FAR, DFARS, and other agency supplements, CPSR requirements
- Extensive hands-on experience with Costpoint procurement module
- Demonstrated ability to independently create, update, and formalize procurement and subcontracting policies, procedures, templates, and process documentation
- Advanced skills in cost/price analysis and source selection justification
- Experience with small business subcontracting requirements and reporting
- Strong communication, negotiations, and cross-functional collaboration skills
- Ability to lead process improvements without supervisory authority
