Job Description
The New York City Department of Youth and Community Development (DYCD) is seeking a Systems Analyst/Product Owner to join the Contract & Financials team. The Systems Analyst is responsible for analyzing business requests and applying relevant process analysis to produce a cohesive requirement. The role involves assessing the overall analysis, design, and delivery of assigned business, operational & technical projects, and recommending best practices for solutions based on business needs.

Requirements

  • A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in computer science or a related computer field
  • One year of satisfactory full-time computer software experience in computer systems development and analysis, applications programming, database administration, maintenance and support, systems programming, data communications, mainframe development, mobile development, web development and design
  • Ability to communicate changes, enhancements and modifications of business requirements
  • Ability to define the vision for the team's product
  • Ability to manage the product backlog and prioritize them based on changing requirements
  • Ability to develop user stories/product backlog items
  • Ability to monitor and evaluate product progress at each stage of the process
  • Ability to liaise with the product team and end users to deliver updates
  • Ability to participate in Scrum meetings and product sprints
  • Ability to perform user acceptance testing to validate requirements &/or defect management
  • Ability to define reporting and alerting requirements
  • Ability to help design, document and maintain system processes
  • Ability to report on common sources of technical issues or questions and make recommendations to product team
  • Ability to communicate key insights and finding to product team
  • Ability to assist in tracking of documentation, including specifications, testing plans, installation/operational/performance qualifications, training plans, etc.
  • Ability to facilitate compliance with State and agency policies by developing requirements that will support those policies
  • Ability to provide peer to peer support to other Systems Analyst and Quality Assurance Analyst team members
  • Ability to assist in creating new business analysis standards and guidelines and in the adoption of new and emerging technologies and practices
