Job Description
The Program Manager performs complex consultative services for the Private Postsecondary Institutions department of the Academic & Health Affairs division within the Texas Higher Education Coordinating Board (THECB).

Requirements

  • Reviews and evaluates data and reports for new and existing career colleges and other postsecondary degree-granting institutions.
  • Attends and acts as liaison for accreditation and certificate of authority site visits.
  • Prepares documentation and establishes timelines for annual compliance review notifications.
  • Conducts initial review of annual compliance review reports and communicates with institutions regarding sufficiency or deficiency of annual report information.
  • Communicates with THECB staff responsible for databases to track status of certificates of authorization and authority granted by the THECB Board.
  • Documents review of institutions which may be placed on the THECB publicly available list entitled, “Institutions Whose Degrees are Illegal to Use in Texas,” including investigation related to recognized accreditation, licensure or recognition in other states or foreign countries, and an institution’s ability to meet standards of operation comparable to standards to which Texas-authorized institutions are held.
  • Maintains integrity of and at least annually updates investigation and notification records regarding the history of the “Institutions Whose Degrees are Illegal to Use in Texas.”
  • Communicate with career schools and other postsecondary degree-granting institutions regarding applicable rules, policies and procedures.
  • Coordinates with institutions on surety calculations and maintains records of active surety instruments.
  • Prepares reports on statewide higher education planning and policy issues, makes policy recommendations, and communicates policies to higher education institutional leaders.
  • Interprets policy initiatives and provides input into Board rules and implements procedures.
  • Monitors, analyzes and prepares bill summaries and fiscal notes for legislation relevant to the activities of the Division.
  • Prepares written materials and presentations for quarterly Coordinating Board meetings.
  • Provides input related to career schools and other postsecondary degree-granting institutions to the Coordinating Board, legislative staff, state and federal agency staff, and other interested parties.
  • Represents the agency through public speaking engagements.
  • May involve travel up to 10 percent of the time, including overnight.
