The Air District is currently accepting applications for the position of Senior Human Resources Analyst - Labor & Employee Relations in the Human Resources Division. This is an open recruitment for one (1) full-time, limited-term contract employee position up to three years.
This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the District’s ongoing general fund budget. LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source. Regular employees have the right to apply for an LTCE position. However, LTCE positions are not subject to the terms of the EA MOU, and LTCE employees serve on an at will basis.
About the Position:
This Senior Human Resources Analyst for Employee and Labor Relations will serve as a lead resource for the Human Resources Division. This role is responsible for managing complex employee and labor relations across the organization. The ideal candidate will have strong written and oral communication skills, high emotional intelligence, experience with conflict resolution and negotiations, and a sound understanding of labor relations in a highly unionized environment. The Senior Human Resources Analyst partners closely with supervisors, managers, and executives to ensure fair, consistent, and legally compliant practices that will strengthen workplace culture and organizational effectiveness.
Definition
Under direction, provides lead direction and performs the more complex human resources program functions in the areas of labor relations, recruitment and selection, classification and compensation, benefits, payroll, training and organizational development, worker's compensation and safety, equal employment opportunities, and other areas as assigned; and performs related work as assigned.
Distinguishing Characteristics
This is the advanced lead level in the human resource analyst series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Human Resources Analyst in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Human Resources Analyst, which is at the journey level, and does not typically perform lead work or the most complex duties.
Examples of Duties for this Position
Labor & Employee Relations
Leads grievance handling, workplace investigations, and prepare Air District responses and documentation for mediations, arbitrations, and PERB matters.
Other HR Program Leadership
Develops strategies to address Equal Employment Opportunity concerns/issues; advises management on policy; assists with the preparation, updates, and monitoring of the Air District’s Equal Employment Opportunity.
Minimum Qualifications
A typical way to obtain the knowledge and skill is:
Equivalent to graduation from a four year college or university with major coursework in human resources, public or business administration, or a closely related field, and four years of experience performing professional and analytical human resources work in employee relations and at least two (2) of the following human resources programs: labor relations, classification and compensation, recruitment and selection, employee benefits, payroll, employee training and organizational development, workers' compensation and safety, and equal employment opportunities. Experience performing these functions in a public agency setting is highly desirable.
Certification(s) in Human Resources, such as SHRM-CP or SPHR
